Rub chicken breasts with garlic powder, paprika, salt, and pepper. Heat olive oil in a large skillet over medium heat. Sear chicken for 4-5 minutes per side until golden. Remove and set aside.
In the same skillet, melt butter and add minced garlic. Stir constantly for 1 minute until fragrant.
Add rice to the skillet, stirring to coat in the garlic butter. Pour in chicken broth, bring to a boil, then reduce to a simmer. Cover and cook for 15 minutes.
Stir in heavy cream and Parmesan until smooth. Nestle the chicken back into the skillet on top of the rice. Simmer uncovered for 10 minutes until chicken is cooked through (165°F internal temp).
Fold in chopped spinach, letting it wilt for 2-3 minutes. Garnish with parsley before serving.
